We are pleased to welcome Kelsey Thetonia, Assistant Director of Environmental Services at City of Bloomington Utilities. Kelsey brings extensive experience in stormwater management, having previously served as Monroe County’s Stormwater Program Manager, where she oversaw major infrastructure operations, stormwater planning, and ordinance development. With additional experience as the City of Bloomington’s MS4 Program Coordinator, a Watershed Specialist for IDEM, and a Water Resources Specialist with the Indiana Army National Guard, she offers a deep understanding of watershed health and environmental stewardship. Kelsey will present “How to Remediate Soil with Plants,” exploring practical, plant‑based strategies for improving soil conditions in home landscapes and garden settings.
